eCensus Update Australia FOR Census August 8 2006
The following is intended to clarify a few issues and provide some general
information about the eCensus for CMU and Census field staff.
Key Issues
1. The eCensus has been designed to handle a very large number of users.
We expect that between 800,000 and 1,200,000 households will use the eCensus
during the delivery and collection period. The eCensus has been designed to
handle 250,000 users per hour on Census night, and short load spikes (e.g. when
the 8.30 TV shows finish) equivalent to 600,000 users per hour. Load testing is
being conducted to confirm this capacity, and we are completely confident the
system will handle this expected load. We also have processes in place in case
more households than expected choose the eCensus.
2. The eCensus is open from 28 July. It is okay for people to fill in their
households' eCensus form before Census night, then check the answers and submit
the form after Census night - just remember that the answers they provide should
relate to Census night!
3. To assist people with a visual impairment to use the eCensus, they can obtain
their Census Form Number and an eCensus number by contacting the Census Inquiry
Service on 1300 362 883 or by talking to their Collector.
These numbers can be delivered in Braille or large print, or provided verbally.
Reminder - Issues from the Procedural update 4. As noted in the procedural
update, Collectors are in the best position to advertise and encourage the use
of eCensus. Collectors can promote the eCensus during delivery and collection,
which may save them some callbacks.
Collectors should ensure they always leave an eCensus envelope with the Census
form they leave at each dwelling.
5. A household eCensus form can take up to 10 people (i.e. one eCensus
number/envelope required). If there are more than 10 people in one household, or
a person wants their own eCensus form for privacy reasons, another Private
Dwelling eCensus number will be needed. People can request that from their
Collector or through the Census Inquiry Service.
eCensus current status
For information, the current status of eCensus development is as follows.
Application functionality testing is nearly complete. No significant issues are
outstanding, although we are continuing to make improvements for respondents who
use screen reader software.
Several security reviews are being conducted as part of the preparation.
These are nearly complete. Performance/load testing is also in progress.
This testing is expected to continue until late June. ABS backend systems and
integration with the Collector messaging systems have also been successfully
tested.
