Census clarification Of Issues

Good morning all,

A couple of field process issues have come up recently which CMU staff have provided varying interpretations to. Below is clarification.  This info needs to be distributed so all collectors are aware of correct processes.

Issue 1.  Numbering of Personal Forms supplied to private dwellings. (Section 15.5.4 Collector Manual)

The manual is correct and should be followed precisely.  There was some confusion about what Person Number to start using for personal forms supplied to private dwellings.  The first Person Number issued for any personal form in a private dwelling is always 07 irrespective of the number of people in that dwelling on Census night or the number of people who are on the household form.   For personal forms issued to NPDs the first person number issued is always 01.

Issue 2.  Recording of date and time of Action Advices.  (Section 6.4 Collector Manual) Section 6.4 is correct.

There is an inconsistency between Section 6.4 and Participation Note 15 in the back of the manual.   Date and time of when a collector reads or listens to the Action Advice must be recorded on Pages A6 - A9 in the collector record book (e-census and mail back excluded).  As need to monitor the time lag between when collectors are listening to messages and actioning them and when messages were logged at the Census Inquiry Service.  This can be done by viewing Action Advices via FMS and reconciling those details with what Collectors have recorded in their collector record books.  This should be done regularly during delivery and collection.

Hope this clarifies things and please make sure all field staff are fully aware of the proper processes to be used in these situations.
